[fixed/closed]Killing Glare doesn't check power on resolve

I cast Killing Glare for 1 targeting a Forgotten Ancient 1/4 the ancient then triggered becoming 2/5 then my Killing Glare resolved and killed the ancient although it should be countered as Forgotten Ancient power was now more than what I paid for Killing Glare.
So,Killing Glare probably isn't checking power of the targeted creature when it resolves only when it targets.
Which card did behave improperly ?

1/24/2013 The power of the target creature is checked both as you target it and as Killing Glare resolves. If its power is greater than the value chosen for X when Killing Glare tries to resolve, it will be countered and none of its effects will happen.
Are any other cards possibly affected by this bug ?
