Rix Maadi, Dungeon Palace can't be tapped for mana and its activated nonmana ability can't be activated.

Odd occurrence, but if you have Rix Maadi in play and cast Drain Power on yourself you are asked for 2RB and if you pay it you get a menu with options for generating mana or causing everyone to discard (choosing the discard asks for correct mana but has no effect).
