1) Sygg, River Guide's activated ability can target non-Merfolk creatures.
2) The ability can target creatures controlled by its controller's opponent.
3) The ability can't target noncreature Merfolk permanents like Merrow Commerce. The help text reads "Select target creature".
Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
Sygg, River Guide's activated ability can only target Merfolk permanents controlled by Sygg's controller.
