When controller declines to pay Icy Prison 's upkeep opponent is not given the choice of doing so.
Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
Any player may pay the upkeep.
Are any other cards possibly affected by this bug ?

Note: you may need to kill some of AI's lands in the savegame to get him to not pay the upkeep.
