Mindless Automaton 2nd ability to draw a card can be activated even with 1 counter ONLY in the case that you don't have no mana to spend at all because if you have 1 mana and more only the 1st ability to get a counter/discard a card will be allowed.(correctly)

What exactly should be the correct behavior/interaction ?
Mindless Automaton draw a card ability can be activated with 2 counters no matter if you have mana or not.
Are any other cards possibly affected by this bug ?
