Shifting Sky does not change non-land permanents to a different color.
Which card did behave improperly ?

Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)
Khans of Tarkir, Duel Mode
What exactly should be the correct behavior/interaction ?
Shifting sky prompts user to choose color (e.g., black) - cards do not change color
Are any other cards possibly affected by this bug ?

Attachment is post casting of shifting sky, choosing black; other shifting sky cards remain in player 1 deck and should help verify bug
