[fixed/clos]Uktabi Faerie can be activated without a target.
Describe the Bug:
The AI, at least, can activate Uktabi Faerie with no target, sacrificing it to no effect. It shouldn't be able to do so; you can't activate its ability with no valid target in play.
(This is not an AI bug, at least not in the sense of the AI behaving irrationally -- the AI does it, in the attached save, when I try to target it with Shauku, Endbringer, cleverly denying me the +1/+1 counter Shauku, Endbringer would otherwise get. But it's still not a legal play.)

Uktabi Faerie's ability should only be activatable when there is an artifact to target with it.
Are any other cards possibly affected by this bug ?
Possibly other activated abilities that require targets, although it would only be noticeable when the cost has a side-effect (like sacrificing it.)
