Describe the Bug:
1) Urborg Stalker's triggered ability doesn't trigger on its controller's opponent's upkeeps.

2) It always deals 1 damage to its controller during that player's upkeep, regardless of whether that player controls
a nonblack, nonland permanent or not.

The ability triggers on either player's upkeeps, if that player controls a nonblack, nonland permanent.

Fixed in bcd9ebb

The trigger works correctly when it triggers, but it doesn't trigger during opponent's upkeep.

This has already been fixed.
