[fixed/closed]Theft of Dreams no draw, targets controller

Describe the Bug:
1) No cards are drawn when Theft of Dreams resolves.
2) Theft of Dreams can target its controller.
Which card did behave improperly ?
Theft of Dreams
Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)
KOT, duel
What exactly should be the correct behavior/interaction ?
Theft of Dreams can only target its controller's opponent.
The controller draws cards equal to the number of tapped creatures the targeted opponent controls.
Are any other cards possibly affected by this bug ?
