[fixed/closed]Cranial Archive ability does nothing

When Cranial Archive's activated ability is activated, its controller is not prompted to target a player, doesn't draw a card, and neither player's graveyard is shuffled into its owner's library.
It does cost
to activate and is exiled as intended, though.

What exactly should be the correct behavior/interaction ?
