[fixed/closed]Tariff controller pays for both players

Describe the Bug:
1) Tariff asks for the respective creatures' converted mana costs to be paid (=colorless mana) rather than for the actual mana costs.
Here's the relevant ruling from tariff's Gatherer entry:
4/1/2008 Although Tariff checks the converted mana cost of the creatures on the battlefield, you need to pay the creature's actual mana cost (including color) to keep it on the battlefield.
2) Tariff's controller is prompted to pay for both players' creatures.
If, for example, the board consists of nothing but lands and a Juggernaut on AI's side and a Storm Crow on mine, and I cast Tariff, I will be prompted to pay {2} for Storm Crow (or cancel) and, after that, to pay {4} for Juggernaut. If I refuse to pay the cost for AI's creature, that creature will be sacrificed.

3) Tariff remains on the battlefield after resolving.

What exactly should be the correct behavior/interaction ?
The respective creature's controlelr is prompted to pay its actual mana cost.

Tariff is put into its owner's graveyard after resolving.

Are any other cards possibly affected by this bug ?
