[fixed/closed]Cannibalize puts one +1/+1 counter on target

1) The help texts for choosing targets for Cannibalize could be more helpful. It reads "select target creature" for both targets. Would be more helpful if it read "select target creature to exile" and "select target creature to put counters on", respectively.
2) One +1/+1 counter is put on the second target.
Which card did behave improperly ?
Cannibalize
Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)

What exactly should be the correct behavior/interaction ?
Two +1/+1 counters are put on the second target
Are any other cards possibly affected by this bug ?
