[fixed/closed]Katabatic Winds, bad suppression

Describe the Bug:
1) Creatures with flying can attack or block when Katabatic Winds is on the battlefield.

2) Katabatic Winds suppresses all activated abilities of creatures with flying, including abilities without {T}

in their activation costs.

3) Activated abilities of creatures with flying can't be activated when Katabatic Winds is phased out.

What exactly should be the correct behavior/interaction ?
Creatures with flying can't attack or block when Katabatic Winds is on the battlefield.

Katabatic Winds does not suppress activated abilities of creatures with flying without {T}

in their activation costs.

Activated abilities of creatures with flying can be activated when Katabatic Winds is phased out.

Are any other cards possibly affected by this bug ?

Suppression of abilities works as intended, but it doesn't prevent attack/block.

Bad values in "ct_all". Fixed.
