[fixed/closed]Katabatic Winds, bad suppression

1) Creatures with flying can attack or block when Katabatic Winds is on the battlefield.
2) Katabatic Winds suppresses all activated abilities of creatures with flying, including abilities without
in their activation costs.
3) Activated abilities of creatures with flying can't be activated when Katabatic Winds is phased out.
Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
Creatures with flying can't attack or block when Katabatic Winds is on the battlefield.
Katabatic Winds does not suppress activated abilities of creatures with flying without in their activation costs.
Activated abilities of creatures with flying can be activated when Katabatic Winds is phased out.
Are any other cards possibly affected by this bug ?
