1) The player can't spend mana on
after paying the base cost of 
.
Hence, X is always 0 and the targeted spell is not countered.
2) Mindswipe remains on the battlefield after resolving.
Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?

Mindswipe is put into its owner's graveyard after resolving
