Describe the Bug:
1) Winterflame's controller can't choose "do both" from the mode selection popup when there is only one creature on teh battlefield.

2) No matter what mode(s) is/are chosen, after the expected prompt(s), there is another prompt that asks the player to "select target nonland permanent".
2a) When the player chooses "Tap creature", he/she is prompted to "select target creature to tap", then to "select target nonland permanent". Only the target selected when prompted to select a nonland is tapped.
2b) When the player chooses "Damage creature", he/she is prompted to "select target creature to damage", then to "select target nonland permanent". Only the target selected when prompted to select a nonland is dealt damage.
2c) When the player chooses "Do both", he/she is prompted to "select target creature to tap", then to "select target creature to damage", and finally to "select target nonland permanent". Only the target selected when prompted to select a nonland is tapped. No creature is dealt damage.

Which card did behave improperly ?
Winterflame

Which update are you using?(date, name)Which type(Duel,Gauntlet,Sealed Deck)
KOT, duel

What exactly should be the correct behavior/interaction ?
No redundant prompt.

Player can choose to use both modes when there is only one legal target on the battlefield.

Are any other cards possibly affected by this bug ?

Can't choose to 'do both' unless there are 2 creatures in play, although if there are you can target the same creature for both (correctly).

Are you sure you could do that ? I'm not sure about the ruling...

No hidden agenda in the rulings:
9/20/2014 You choose which mode you’re using—or that you’re using both modes—as you’re casting the spell. Once this choice is made, it can’t be changed later while the spell is on the stack.
9/20/2014 If you choose both modes, they can each target the same creature or they can target different creatures.
9/20/2014 Winterflame won’t affect any target that’s illegal as it tries to resolve. If you choose to use both modes and both targets are illegal at that time, Winterflame will be countered.

As you can see 1 creature in play is enough to be able to use both modes to that creature.

Almost there. You can choose 'do both' with only one crit on the bf, but if you choose do both, then target a crit, then hit cancel the targeted symbol remains on the creature you selected. No game play effect, but not what should happen.
