Describe the Bug:
When all cards in Rakshasa Vizier's controller's graveyard are exiled at once by a spell or ability (excluding Delve), no +1/+1 counters are put on Vizier.

When all cards in Rakshasa Vizier's controller's graveyard are exiled at once by a spell or ability, +1/+1 counters are put on Vizier accordingly.

Are any other cards possibly affected by this bug ?

Fixed in fc00260

When all cards are exiled from controller's gy, a +1/+1 counter is put on a random card you control (have had it be both an artifact and a land), and it is just 1 counter no matter how many cards are exiled (and no counters on the Rakshasa Vizier of course).
