Describe the Bug:
Teferi's Moat doesn't show the chosen colour which would be nice to know.

Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?

I've brought this up before here. So it is far more than just this card. Contrast with the legacy card of Chromatic Armor.

Is this global, or card specific? Because if it isn't global, we need a list of cards that require choice of color.

No, the fix is card-specific.
Please list all the other that need the legacy.

Didn't check if any of these have something already, but they all need it (i.e. involve choosing a color and a continuous effect that isn't mana or protection).

Sarpadien Empires, Vol. VII - no option for black thrulls, gets 2 legacy cards, one of the chosen color and one that says 'none'

Utopia Sprawl - no legacy card (also, and don't know if this is possible, but no mana stripe of the chosen color on the forest)

Sarpadian Empire still gets 2 legacy cards, one for what is chosen and one that says none. Is this intentional?

No, it's a bug and it's fixed (using one legacy only) on 9f05ea2
