[fixed/clos]Prismatic Strands flashback asks for tapped crit

Prismatic Strands flashback can't be used unless its owner controls a tapped white creature. Attempting to flashback Strands and then selecting an untapped hwite creature results in teh help text reading "Illegal target (tapped). Choosing a tapped white creature instead will put Strands onto the stack.

What exactly should be the correct behavior/interaction ?
Untapped creature can be chosen. Tapped creature can't be chosen.
Are any other cards possibly affected by this bug ?
