Describe the Bug:
1- Sharuum the Hegemon etb is mandatory and you are obliged to pick an artifact.
2- Sharuum the Hegemon doesn't find itself an artifact to be picked or it just is forbidden to select it.

Which card did behave improperly ?
Sharuum the Hegemon

Which update are you using?(date, name)Which type(Duel,Gauntlet,Sealed Deck)
Manalink 2014/11/14: Khans of Tarkir,duel

What exactly should be the correct behavior/interaction ?
1- Sharuum the Hegemon ability is optional.
2- Sharuum the Hegemon can pick another Sharuum the Hegemon from graveyard.

Are any other cards possibly affected by this bug ?

Also, if another Sharuum is the only artifact in the gy when Sharuum is cast the game goes into an endless loop.

I have never played MTG with real cards in a tournament just with a friend and I was wondering if a player can claim a Tie if he is in a difficult position but can play forever a combo like Sharuum the Hegemon to fetch another Sharuum the Hegemon sacrifice the first for legend rule and then with etb of Sharuum the Hegemon fetch the other and so on?

This would only be possible if the action to return the other Sharuum to the battlefield was mandatory. Even if the second Sharum was the only legal target for teh first one's ability, since Sharuum's rules text reads "you may", the respective player would be obliged to use a shortcut (i.e. simply announcing how many times he/she lets the loop happen, rather than going through all the motions manually), because he/she otherwise commits deliberate timewasting.
In other words: It's not allowed to go completely infinite unless you are forced to. See Comprehensive Rules section 715 for reference.

An example for a draw due to infinite loop would be three Oblivion Rings that keep exiling and returning each other, which is only allowed if there is no other legal targets for Oblivion Ring's triggered ability (otherwise Ring's controller would be forced to break the loop at some point).

Oh, this bring backs memories... This is like the third card I ever coded, and it still got the original (hideous) code I made, plus an hack to avoid the AI picking another Sharuum and burying both under the old legend rule.
