Describe the Bug:
Urza's Incubator doesn't reduce creatures of the selected type's casting cost.
Which card did behave improperly ?
Urza's Incubator
Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)
Manalink 2014/12/20: Commanding 2014 Urzas,duel
What exactly should be the correct behavior/interaction ?
Casting cost should be reduced by 2.
Are any other cards possibly affected by this bug ?

Bad values in "ct_all". Fixed.
