Jarad's Orders's controller's library is shuffled after the first card has been chosen, and then is shuffled a second time after the second card has been chosen.
Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
Jarad's Orders's controller's library is shuffled only once.
Are any other cards possibly affected by this bug ?
