Chain Lightning can be copied only once. The first copy can not be copied.

What exactly should be the correct behavior/interaction ?
Chain Lightning can be copied by targeted player or owner of targeted creature then copy the copy by targeted player or owner of targeted creature,then copy the copy of the copy,........until a player runs out of red mana or someone decides not to copy.

Are any other cards possibly affected by this bug ?
