Collectible Card Game Headquarters

Describe the Bug:
1- Island Fish Jasconius ,AI at least pays UUU even in opponents upkeep.
2- AI pays UUU in his upkeep even if Island Fish Jasconius is untaped.(not a bug but certainly in most cases a bad play).
3- Also AI doesn't pay UUU when it is tapped to untap it.(I guess 2 & 3 are swapped).
Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
1- Island Fish Jasconius ,AI pays UUU only in his upkeep.
2- AI pays UUU in his upkeep to untap Island Fish Jasconius only if it is tapped or even if AI wants to spend the mana for some reason.
3- AI pays UUU when it is tapped to untap it.
Are any other cards possibly affected by this bug ?

But note, it doesn't trigger during opponent's upkeep when controlled by human player. But during triggered during upkeep 'phase' of human player, AI's Island Fish shows as triggering.
