Describe the Bug:
Will of the Naga can't be cast for 0.

Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
Will of the Naga can be cast for 0 as it is up to 2 creatures.

Are any other cards possibly affected by this bug ?

Once you cast it if you click cancel it will resolve while targeting 0 creatures. Is that what you were referring to?

Sorry,I wasn't clear.It can't be cast-highlighted if there are no creatures on the battlefield if I am not wrong "up to" means that also.

Also it seems that if there are 2 creatures on the battlefield 1 for each player I can't stop to target only my opponents creature and I am forced to tap mine,too.

That's not a bug. After you target the 1st creature just hit cancel. It will stop at 1.

You were saying....

That is the problem the cancel button appears randomly.Probably there are 2 prompts 1 with cancel 1 without it.

edit: I had a suspicion and it was correct,If you choose to play normally there is a cancel option but if you use Delve there isn't one in the prompt so you have to choose 2 creatures.
