[fixed/close]Orc Sureshot never prompts to target a creature

AI had Orc Sureshot in play and when another creature AI controlled entered the battlefield it triggered,a legacy card was created but not attached to a creature.I debugged one in play for me and when it triggers it never prompts to target a creature just creates a legacy card.
Which card did behave improperly ?

Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)

What exactly should be the correct behavior/interaction ?
Orc Sureshot when it triggers it prompts to target a creature.
