Describe the Bug:
He gives loyalty counter with no creatures and if the opponent has 1 creature he gives 2 counters etc. etc.
Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
I think he should give 0 counters if the opponent has no creatures?

This is actually correct behavior. He gets 1 loyalty counter as the cost for activating the ability and then 1 loyalty counter for each creature as an effect of the ability. If you do a search on the card (and please do this before you make a report) I think there was a bug report where we hashed this out.
And when posting bugs, please don't say the patch is 'latest'. We ask for that so that we know what patch the report is referring to when we look at this report 6 months from now, so saying latest isn't very helpful.
