[fixed/close]Weapon Surge if only 1 Red mana avail no effect

Weapon Surge if only 1 Red mana is available/untapped it is cast but doesn't ask for target and has no effect just goes to graveyard.If there are 2 mana or more one being red of course then opens the menu and then everything works fine.

What exactly should be the correct behavior/interaction ?
Weapon Surge if you have only 1 red mana available/untapped it asks for target creature and then resolves correctly.
Are any other cards possibly affected by this bug ?
