[fixed/clo]Flames of the Firebrand can do only 1 dam/target.

Flames of the Firebrand is not allowed to target the same target twice,so it can be played only when there are minimum 3 legal targets (at least 1 creature on the battlefield + the 2 players to deal 1 damage to each).

Flames of the Firebrand can deal 3 damage divided as you choose among 1-3 targets.
Are any other cards possibly affected by this bug ?
