Describe the Bug:
Memnarch can't activate at all unless there's a targettable, non-artifact permanent on the battlefield. (Separate but trivial bug: its control ability can't target artifacts you already control, not that you'd want it to.)

What exactly should be the correct behavior/interaction ?
You should still be able to activate its second ability to control an artifact. (And you should be able to uselessly gain control of artifacts you already control.)

Nope, it's specific to card_memnarch().

confirmed, also it doesn't count itself as a permanent and can't target artifact (even though it's useless too).

All fixed, improved prompt for the first ability and fixed the legend check (wasn't reported but the bug was there) in 9e5032c
