Commander's Sphere cannot be sacrificed to draw a card when it's tapped.

What exactly should be the correct behavior/interaction ?
Commander's Sphere can be sacrificed to draw a card no matter whether it's tapped or untapped.
Are any other cards possibly affected by this bug ?
