[fixed/closed]Triassic Egg fetch creature with no counter

1- Triassic Egg can be sacrificed and fetch a creature from graveyard or put from hand onto the battlefield without having any counters on it.
2- Triassic Egg ability to put counters on it is only available if you don't have creatures in graveyard or/and onto the battlefield,if you do prompts directly to sacrifice it to get the creature.
Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
1- Triassic Egg can be sacrificed and fetch a creature from graveyard or put from hand onto the battlefield only if it has 2 or more counters on it.
2- Prompt to put counters on it is available always if you have mana to pay for it.
Are any other cards possibly affected by this bug ?
