Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
Veteran Warleader cannot target creatures that owner does not control
Are any other cards possibly affected by this bug ?

In the screenshot, AI Veteran Warleader was tapping my Ally creature (though badly because it was activating in my combat phase after attacker declaration).
