[fixed/closed]propaganda - bad stack

Describe the Bug:
Propaganda doesn't stack properly. If you have 2 in play then opponent can't attack unless he pays 4 twice (i.e. must pay total amount for each card that has the effect). So if there are 3 in play, the total cost needed to attack is 18 instead of 6.
Which card did behave improperly ?

Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)

What exactly should be the correct behavior/interaction ?
Total cost should be paid just once.
Are any other cards possibly affected by this bug ?

Can confirm this.
Also, these kind of enchnantments (Ghostly Prison, Sphere of Safety, Collective Restraint, possibly Norn's Annex), Archangel of Tithes and Windborn Muse all don't stack well in multiples or with each other.
Example: AI controls 1 Propaganda and 2 Archangel of Tithes. When declaring an attacker, Propaganda aks for
, Archangel #1 asks for
and Archangel #2 asks for
to be paid.

Closely related to this. Almost certainly shares a cause. I strongly suspect it's the result of trying to work around the bug finally fixed here in 6e50c57; each of these tries to account for all such effects on the battlefield, and probably relied on that bug to keep the others from activating too.
