[fixed/closed]Novijen, Heart of Progress bad counters

Describe the Bug:
1- I activated Novijen, Heart of Progress counter ability and put a counter to my creature that was played a turn before.It does the same for creatures being in battlefield for several turns.
2- It doesn't put counters on opponent's creatures that entered the battlefield this time.

Which card did behave improperly ?
Novijen, Heart of Progress

What exactly should be the correct behavior/interaction ?
1- Novijen, Heart of Progress put counters only to creatures that entered the battlefield this turn.
2- Novijen, Heart of Progress put counters to all creatures that entered the battlefield this turn including opponent's ones.

Are any other cards possibly affected by this bug ?

Also affects Oran-Rief, the Vastwood if you activate it the same turn it enters the battlefield (with an Amulet of Vigor or Ley Druid, say), which I actually just came here to report.

Both will also affect all creatures even if you don't activate them the same turn they enter the battlefield if they weren't in your or your opponent's deck at the start of the game but were instead added later with something like Living Wish. (And no other Trap-like card was in either player's deck. Not that these are particularly Trap-like either, but there you go.)

Doesn't affect Hixus, Prison Warden, though he won't work at all unless he was a Hixus, Prison Warden when he entered the battlefield, not something like a Vesuvan Doppelganger. Maybe not a Clone, either, but that's less clear.

I believe you'll find that Novijen, Heart of Progress fails to put counters on non-green creatures, too.

Oh, and Oran-Rief, the Vastwood doesn't honor Sleight of Mind, either.

There are pages and pages of previous bugs about Oran-Rief. I shudder to think of how far off it used to be.

The main problem of these kind of cards is that we don't have a native way to discriminate if a permanent just came into play, so it should be set up via the Rules Engine card. This was prepared in the past but apparently I just forgot to finish the implementation.
Fixed in dev (Hopefully for the last time) and tested a bit.
