Omniscience doesn't seem to work properly. Some cards can't be cast at all with it, some get reduced mana cost. I searched the site and there was a thread about a bug with it, something about it reducing only colored mana or something. I think that might still be happening.
Which card did behave improperly ?

What exactly should be the correct behavior/interaction ?
It should let you cast anything for free. Exact rules are:
Rulings
01/07/2012 You must follow the normal timing restrictions of each nonland card you cast.
01/07/2012 If you cast a card “without paying its mana cost,” you can’t pay any alternative costs. You can pay additional costs such as kicker costs. If the card has mandatory additional costs, you must pay those.
01/07/2012 If the card has X in its mana cost, you must choose 0 as its value.
Are any other cards possibly affected by this bug ?

I played a game where I had nothing else in play and it still misbehaved. I also tried just making a new game and using the debug commands to play that card by itself and it let me cast Violent Ultimatum right away but colorless cards couldn't be played.
