Describe the Bug:
- AI cast Ongoing Investigation then attacked with Intrepid Provisioner dealt damage to me and got a clue from Ongoing Investigation's ability then combat ended and got another clue.Every time a special action took place Ongoing Investigation triggered and produced clue tokens.
- I don't know if it has to do with the above bug or it is an AI/engine token limit but it seems AI crashes game if clue tokens go more than 23 or near that.
Which card did behave improperly ?

Which update are you using?(date,name)Which type(Duel,Gauntlet,Sealed Deck)

What exactly should be the correct behavior/interaction ?
Ongoing Investigation 's triggered investigate ability triggers only when one or more creatures deal combat damage to a player.Or if you activate the other ability.

Are any other cards possibly affected by this bug ?

Not just on special actions. I put an Ongoing Investigation in play and on my next turn between untap and beginning of precombat main phase I got 12 Clues

Not the triggered ability - it's resolving its activated ability whenever it checks to see if you can activate it, and that fails for any reason other than not having a creature card in your graveyard. (Usually by not having {1} {G} available, but an effect like Suppression Bonds would do it too.) Fixed that in 2eda1a6; I haven't investigated further.

Well never crashed when I had a lot more clue tokens than 22,23 that AI had so probably is an engine limitation or if not we will see after this bug fix.

The activated ability of Ongoing Investigation doesn't investigate and doesn't gain 2 life also.

It doesn't investigate because it's happening at EVENT_CAN_ACTIVATE, not at resolution, as noted above. I'd missed that it also didn't gain life, though - fixed that in b5d6e25.
