[fixed]Urban Burgeoning no untap land if no card untaps

Describe the Bug:
AI had Urban Burgeoning on a land and it didn't untap on my untap step for 3-4 times and did untap on a couple of others.Is it optional for AI or something?

What exactly should be the correct behavior/interaction ?
Urban Burgeoning always untaps enchanted land on opponent's untap step.

Works for me in a clean game and your save game.

This is really strange as it doesn't untap in my untap step in savegame the first turn it is loaded not if I tap it (debug) on next 2nd turn nor it untaps the following 3,4 turn.Tested till 4.
