[fixed]Frantic Salvage no cast if no artifact cards in gy

Frantic Salvage can't be cast without artifact cards in your graveyard.
Which card did behave improperly?
Frantic Salvage
Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)

What exactly should be the correct behavior/interaction?
Second * ruling:
1/6/2011 You choose the order of the cards you put on top of your library.
*1/6/2011 You can cast this with zero targets. If you do, you’ll get to draw a card. However, if you cast this with at least one target and all of those targets become illegal (because another effect has removed them from the graveyard, perhaps), the spell will be countered and you won’t get to draw a card.
Are any other cards possibly affected by this bug?
