Yare can always be cast, so long as you have the mana and an opponent's creature can be targeted by it.

What exactly should be the correct behavior/interaction?
No player is the defending player outside of combat, so the card only target during combat.
506.2. During the combat phase, the active player is the attacking player; creatures that player controls may attack. During the combat phase of a two-player game, the nonactive player is the defending player; that player and planeswalkers he or she controls may be attacked.
Are any other cards possibly affected by this bug?
No. Every other card containing the text "defending player" also says something that more explicitly implies combat, similar to "during combat", "whenever [this card] attacks/blocks/is blocked", "Activate this only ability only if [this card] is attacking", etc.
