[fixed]EDH rules removes swamps from library,not commander

Describe the Bug:
On first upkeep, the EDH rules card removes basic swamps from the library rather than the player's commander.

• This is not true of other basic lands
• The commander may still be cast normally from the rules card on the bf
• This also happens to the AI deck

EDH removes the commander from the deck and leaves swamps alone

Good job there drool66, I did spend some time to solve this with no luck. I am really glad you fixed this as it was the biggest bug for EDH games.
I am hasting to see the git log, how you fixed this and check it out.
