Collectible Card Game Headquarters

Describe the Bug:
AI doesn't activate Consulate Surveillance even if it will die by the damage made by a source so it seems bugged (tested only for combat damage).Works for player.

Same bug as this and on all the other prevent-damage-to-a-player cards.

Fixed this in commit d12b4dde.
