Collectible Card Game Headquarters

Describe the Bug:
1- When Isochron Scepter for AI is cast it dumps. This was also mentioned in this post by Korath viewtopic.php?f=86&t=20889&p=215379&hilit=isochron#p215309 but better have it's own post.
2- AI another time had copy with it Active Volcano activated it with no legal targets (although Active Volcano is bugged and can target black) and put on battlefield an Island.
3- I don't know if it is an Isochron Scepter bug or of the copied Transmutation but AI activated it almost compulsory than use mana to cast better spells.

What exactly should be the correct behavior/interaction?
1- Isochron Scepter no error.
2- When copy has no legal targets fizzles; certainly doesn't copy/play another card like an Island.
3- AI is not too keen to use it when it has better things to do.
Are any other cards possibly affected by this bug?

I've rewritten Isochron Scepter in bca0c9562 ("Extensive change to Isochron Scepter", 2020-07-03); should address at least 1 & 2, if not 3. (2 is actually two bugs)
