Fire at Will resolves as soon as you target a creature and deals only 1 damage.

What exactly should be the correct behavior/interaction?
Fire at Will: deals 3 damage divided as you choose among one, two, or three target attacking or blocking creatures.
Are any other cards possibly affected by this bug?
