Chancellor of the Annex doesn't make AI pay
or counter, not with 1st reveal ability nor with 2nd ability. AI considers the ability so it will cast a spell only if it has +{1} mana form it's normal cost but will not pay the cost. It will counter the spell if you don't have 1 to pay.

What exactly should be the correct behavior/interaction?
Chancellor of the Annex reveal ability triggers and prompts opponent to pay or counter when each opponent casts the first spell of the game for 1st ability.
Chancellor of the Annex triggers and prompts opponent to pay or counter opponent's spell for 2nd ability.
Are any other cards possibly affected by this bug?
