Describe the Bug:
When I cast Sealed Fate using "X" mana I see all opponent library instead the X top cards of it. Then I have to select one card to exile but I can exile "X". You cannot put rest of cards in any order
Which card did behave improperly ?

dev version 250c78bd updated to 11-5-19 /DUEL
What exactly should be the correct behavior/interaction?
Look the X cards of target library, exile one and put the rest on the top in any order.

Fixed the above and that could target controller in commit 3c213a60.
