[duplicate]Fire Whip

1) Fire Whip does not select a creature to deal 1 damage if you choose to tap it.
2) If you choose to sacrifice Fire Whip, it deals 1 damage to attached creature instead a selected target of your choice
Which card did behave improperly ?
