[fixed]Nezumi Shortfang: ability doesn't work

Describe the Bug:
Nezumi Shortfang's ability doesn't work. I pay 1B, it gets tapped, but then nothing happens.
I couldn't test this but in the legend rule wasn't checked when Stabwhisker the Odius came into play. Not sure whether it is still an issue.

Which card behaved improperly?
Nezumi Shortfang

Which update are you using? (date, name)Which type? (duel, gauntlet, sealed deck)
Test Manalink 3.0 Build as of 01-Aug-2019 updated till Nullstone Gargoyle in commit 01e3541. Duel.

What exactly should be the correct behavior/interaction?
Opponent should discard a card.

Are any other cards possibly affected by this bug?

I have already fixed the discard issue and for the legendary issue we have another post so this is fixed.
