Describe the Bug:

Manalink prevents a player from targeting a creature with Harnessed Lightning based on the would-be target's toughness in relation to the amount of energy counters available.

An illegal target error message states that the AI will pick only permanents with toughness less than or equal to energy_counters()+2

I'll attach some screenshots of the message.

What exactly should be the correct behavior/interaction?

The game shouldn't consider toughness or total energy counters at all in allowing a player to target a creature with Harnessed Lightning.

For AI casting, a targeting logic makes sense but I think this one is miscalculating. In the screenshots you can see the target being disallowed in cases where it would be enough for a kill. (Note that HL doesn't add its 3 energy counters to the pool until after targeting. The energy counter pool in the screenshots shows only the pre-HL counters.)


Are any other cards possibly affected by this bug?
