[fixed] Samut, the Tested PW abilities

Describe the Bug:

Samut, the Tested is not giving target creature double strike

Samut, the Tested damage ability is insisting on two different targets / won't allow target #1 to be chosen twice.

What exactly should be the correct behavior/interaction?

1) Double strike 'til end of turn

2) Deal 2 damage divided as you choose between one or two targets

Are any other cards possibly affected by this bug?

Fixed these and a couple more problems with Samut in ec73d8a95 ("Fix HOU Bugs", 2020-06-19)
